High Court seeks report on Water supplied to Rail Passengers

New Delhi: While expressing concern over the quality of water supplied to the residents of railway colonies and passengers at railway platforms of the Northern Railway, the Delhi High Court has issued directions for collecting water samples from different divisions and sought a report on the issue.

A Division Bench comprising Chief Justice G. Rohini and Justice Jayant Nath said, while hearing a public interest litigation over the weekend that it would at present look into the aspect whether the people living in railway colonies and passengers were getting good quality of water.

The court sought to know about the status of the chlorination plants, while observing that it would issue directions to the authorities in its detailed order later.

The PIL, filed by the Centre for Public Interest Litigation, has sought an independent and court-monitored probe into the neglect of the quality of the drinking water supply and the ‘manipulations in the award of contracts’ for supply of chlorination plants for the past several years.

The petition said while the Railways, having an independent water supply system all over the country, was able to keep trains running by meeting the requirement of water for washing and cleaning of trains, tracks and platforms, it had failed to supply safe and wholesome drinking water to millions of railway passengers and its staff living in railway colonies.

It also alleged that the Railways had continued to neglect the quality of water supply for several years and the records had shown the water quality ‘very unsatisfactory’.

The court issues directions for collecting water samples from different divisions and sought a report on the issue

Prabhu urges people to participate in development, digitisation of Railways

Saturday, July 18, 2015, Pune: Railways Minister Suresh Prabhu today urged the people to participate in the development and digitisation process of Indian Railways, while sharing their views for the better prospects and development of the country.

Addressing the students as the Chief Guest for the centenary celebrations of Sir Parshuram College, Mr Prabhu said the PM Modi govt had acquired the largest investments for Railways and the business magazine of UK ‘Economist’ had also praised their development programme.

The lack of a proper development model in the past years had created many problems for the passengers. He also said that he will try to bring more investments to the Railways and focus on increasing the tracks, whose length has not been increased in the past years.

Education is important and it will be more important in future, he stressed.

Mr Prabhu further said that they have concentrated on making a strong foundation to build a better future for the nation, adding that 67 announcements made by him in the Railway Budget have been fulfilled till date.

Speaking on the Railways, Mr Prabhu appealed to the citizens to help maintain the cleanliness of the railway stations. The Modi government has taken a major programme to develop 400 railway stations in every aspect.

They will also be working for the environment, by planting lakhs of trees on both sides of the railway tracks; for saving power, they will be installing solar power plants; and there will be an audit for water usage to help preserve it.

Mr Prabhu pointed out that RO Water Filtration Plants will be installed for safe drinking water; and with E-Catering, which has been started, commuters can enjoy their choice of food.  – UNI

Indian Railways to provide potable water at affordable price

The policy has been formulated with a view to further improve the availability of potable drinking water for passengers at the stations, said a senior Railway Ministry official.

Subsidiary of the Indian Railways, Indian Railway Catering and Tourism Corporation (IRCTC) that handles the catering, tourism and online ticketing operations, would get the water vending machines (WVM) installed.

Currently drinking water at stations is generally supplied through water booths or water coolers after carrying out requisite treatment or disinfection as per requirement.
    
WVMs will provide pure drinking water in a much less price as compared to packaged drinking water, the official said.

A passenger will have to shell out Rs 5 for 500 ml water, Rs 8 for one litre, Rs 12 for 2 litre water and Rs 25 for 5 litres jars, at the vending machine .

As per the policy, the cost and quantity of water dispensed will be displayed in a LED display so that amount is verifiable by the customer.

The official said vending machines will be installed only by reputed manufacturers or their franchisee holders or authorised agents. The machines will have multiple dispensing taps to facilitate maximum passengers to avail the facility simultaneously.
    
The selection of the franchisee or agent for installation of machines will be done through tendering process to ensure that branded and reputed companies were engaged.

In the initial phase, those platforms of the stations which are already provided with RO drinking water units supplying free water may not be provided with vending machines.

The water supplied through these machines will be frequently checked through suitable device by the Health Inspector or Medical Personnel. Machines will be equipped with Reverse Osmosis (RO) technology or alternate superior technology.

IRCTC RAIL NEER MANUFACTURING /PURIFICATION PROCESS.

Water drawn from bore wells is stored in an underground reservoir and pumped to the treatment plant designed, engineered and installed by M/s ION Exchange (India) Ltd., the market leaders in the field of water treatment with well over 37 years of experience.

The plant technology employs 8 purification processes capable of yielding water quality conforming to BIS standard IS 14543-2004.

•Activated Carbon Filter; Stage 1 & 2 – Stage 1 removes dust, dead microbes, odour/colour and stage 2 is for removing pesticides.
•Auto Softener Unit (ASF) - Hardness of water is removed by ion exchange resin.
•Ultra Filtration Unit (0.001 micron membrane)–Colloidal, suspended particles and pyrogenic species are filtered out through Ultra Filtration membranes.
•Reverse Osmosis (membrane 0.0001 micron) –All dissolved impurities are removed. Anti scaling agent not used. (All competitors use it to enhances membrane life)
Marble chip filter- To boost "pH". Exclusive process adopted by Rail Neer.
•Two stage Micron Filters (first membrane 1 micron followed by 0.2 micron)- Impurities with size more than 0.2 micron are filtered out.


•Ultra Violet Sterilizer Unit- UV-light causes change in the genetic material of micro organisms and thus prevents them from reproducing.
•Ozonising Unit- Water comes in contact with ozone gas for final disinfection from the micro organisms. The nascent oxygen is powerful oxidising agent and kills the microbes.

Automatic Bottle Blowing Machine:Rail Neer bottles are manufactured with automatic blowing machine (Make –M/s Sidel India Ltd) at plant with high grade resin performs. Preforms are made only with HUSKY or Krosmafi machine.

Automatic Rinsing Filling & Capping Machine:

Bottle blown at blowing machine travels through air conveyer to automatic Rinsing Filling & Capping machine (Make-M/s Hi-Mech) where bottles are rinsed in inverted position by very high pressure jet and water is completely drained out as bottle is inverted then it get filled with the help of nozzle and passed to capper where the same get capped. The temperature of filling area is kept at 20 degree centigrade and this area is completely enclosed and restricted area and no one except filling operator is allowed to enter the area.

Indian Railways Identifies Eight Stations for Provison of ‘RO’ Drinking Water Units on Experimental Basis 

It is Railways’ endeavour to provide drinking water at all stations on Indian Railways. Instructions exist for periodical check on quality of water and corrective action to be taken, if any deficiency is found. As Reverse Osmosis (RO) process involves substantial wastage of water depending upon its quality and will require uninterrupted power supply, eight stations viz. Bhopal, Dwarka, Gadag, Guwahati, Hazrat Nizamuddin, Madurai, Patna and Tirupati stations have been identified for provision of RO drinking water units on experimental basis. 

As per guidelines, Maximum Retail Price per bottle of Packages Drinking water (BIS) other than Rail Neer of 1000ml is Rs. 15 only. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in written reply to a question in Lok Sabha today.
