KOLKATAMETRO CONDUCTS MOCK FIRE DRILL AT KALIGHAT STATION
Kolkata, 10th June, 2019 :-
 With a view to check the preparedness of Metro staff during emergencies, a Fire Hydrant and Fire Safety Equipment Drill was conducted at Kalighat Station o­n 09.06.2019.
 Metro men were imparted training o­n how to respond and extinguish fire in Metro premises during emergencies. RPF personnel imparted training o­n how to use fire extinguishers and water hose.  Metro Station staff were also trained o­n how to take power blocks in such cases.
The objective of this programme was to upgrade the fire extinguishing skills of the Metro staff during emergencies.

Minister of Railways Inspects Rake of Tejas Train 
Minister of Railways Shri Suresh Prabhakar Prabhu inspected the Rake of Tejas Train. Chairman, Railway Board, Shri A. K. Mital, Member Rolling Stock Railway Board Shri Ravindra Gupta, Member Traction Shri Ghanshyam Singh, other Railway Board Members, GM Northern Railway Shri R. K. Kulshreshta and senior officials were also present on the occasion. 
Background:
Tejas Express is a semi high speed train having modern on board facilities, enhanced passenger comfort and showcases the future of Train travel in India. Tejas Express is set to be introduced soon. The coaches are manufactured at Rail Coach Factory, Kapurthala . The newly designed coaches are capable of running at a speed of 200 km/h but due to constraints related to rail tracks these coaches will run at a speed of 160 km/h. Speed potential of 200 Kmph was achieved by providing Steel brake disc, Sintered pads, Electro-pneumatic assist Brake system. The first rake comprising 19 coaches including sixteen non-executive and two executive chair cars besides one power coach was inspected by Minister of Railways today. One Executive Coach will be turned into a Smart Coach at a later date having extra facilities as announced in the Budget 2016-17.

A PROACTIVE PASSENGER CAN PREVENT FIRE ON TRAIN

Prevention of fire on train is only possible by educating the public especially passengers so that they can take precautions to prevent situations of potentially harmful fire thereby saving themselves. This is a proactive method of reducing fire incidents on train and the damage caused by them.

To make the train journey safer, Railways have urged passengers not to carry and also not let their co-passengers carry inflammable objects while travelling on trains and also to be careful.

As the festival season has already set-in and rush of passengers have increased, East Coast Railway has urged passengers to be extra careful. During festivals, lot of passengers travel long distances to be at their homes and they carry along all sorts of things, some of which can also jeopardise safety.

East Coast Railway has informed passengers that travelling in trains with explosives and inflammable objects like crackers, gas cylinder, acid, petrol, kerosene, dry grass/leaves, thermic welding, sigri, stove etc. is not permitted and strictly prohibited. Carrying such inflammable objects in trains is a punishable offence under Section 164 of the Railway Act 1989, whereby the offender may get an imprisonment upto 3 years, or a fine of Rs 1000/- or both.

East Coast Railway has formed a special squad to keep a strict vigil o­n carrying inflammable items in trains for the safety of the passengers during ensuing Diwali Celebrations. If any passenger is seen carrying inflammable items, the co-passengers are requested to inform on-duty railway staff like TTEs, Coach Attendants, Guards of the Train, Station Managers, Railway Protection Force (RPF) & Government Railway Police (GRP) personnel to save the train passengers from danger.

Passengers can alsocall Help Line Number 182 to report any incident concerning carrying crackers o­n train. Steps have been taken by the Safety Department of East Coast Railway to make the train passengers and rail users aware of the dangers of carrying crackers and explosive substances.

Measures to Prevent Fire Incidents in Trains 
           
As per corporate safety plan (2003-2013) it was targeted to reduce fire accidents on the trains from 14 to 3 by the year 2012-13. In the year 2012-13, 9 fire accidents took place on trains. Thus, there has been a reduction of 35% in the fire accidents on trains over the same period(2003-13). This declining trend is continuing in the current year & till 31.01.2016 there has not been a single case of fire accident on train.

Followings steps are being taken on Indian Railways to prevent fire accident in trains:-

Indian Railways have always endeavoured to enhance fire worthiness of coaches by using fire retardant furnishing materials to mitigate effect of fire. Specifications for such furnishing materials have been periodically reviewed to incorporate fire retardant parameters in line with UIC (International Union of Railways) and other international norms. All new manufacture of coaches/periodical overhauling of existing coaches is being carried out with fire retardant specifications of the furnishing materials wherever condition based replacements are warranted.
  • Fire extinguishers are being provided in all Air-conditioned coaches, Second class-cum-guard and luggage vans, Pantry cars and train locomotives. 
  • Improved materials for electrical fittings and fixtures such as MCB (Miniature Circuit Breaker), light fittings, terminal boards, connectors etc., are being used progressively. 
  • A pilot project for provision of Comprehensive Fire and Smoke Detection System has been taken up in one rake of New Delhi-Bhubaneswar Rajdhani Express on East Coast Railway. Besides, one LHB (Linke Hofmann Busch) rake in New Delhi-Jammu Tawi Rajdhani train and one AC Double Decker rake running between Kachiguda-Tirupati/Guntur have also been provided with such a system. Based on the feedback from initial trails, Board has sanctioned for extended field trails in 2750 coaches.
  • Water mist type fire suppression system is being provided on power cars in phased manner. 
  • Detailed instructions have been issued to zonal railways for observance of safe practices in handling of pantry cars and for ensuring periodical inspection of electrical and LPG (Liquefied Petroleum Gas) fittings in the pantry cars. 
  • Intensive publicity campaigns to prevent the travelling public from carrying inflammable goods are regularly undertaken. 
  • Frequent drives against carrying of inflammable/dangerous articles in trains as well as station premises are undertaken. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha on 02.03.2016 (Wednesday).

Logjam ends: Seven Hyderabad Metro Stations Get The Go-ahead From Fire Department

Hyderabad: The long-standing logjam between the Disaster Response and Fire Services Department and the Hyderabad Metro Rail Limited over fire permission for Metro stations came to an end with the fire department finally giving the go ahead to seven of the stations between Nagole and Mettuguda on Wednesday.

For nearly three years, the department had claimed that the construction of stations do not conform to the National Building Code (NBC) to which the Fire Services Act is totally adhered to. It had even issued notices to the HMRL directing a change in design of the stations.

On the other hand, the Hyderabad Metro Rail (HMR) have been sticking to the Delhi Metro Act 2002. The Union government in 2012 had even issued a gazette notice extending the Delhi Metro Act to the HMR’s construction here. The issue of fire permission, however, was kept hanging till the Telangana government issued a GO in favour of the HMR three months ago.

Now, the fire authorities have granted  permission to the HMR which has adhered to the National Fire Protection Association standards, a code followed in the United States of America. “The issue is that of exit routes in case of a fire accident in an overhead station. NBC says the exit should be within six metres from one end of the station platform and that there should be two such exits on both sides of the station, but here we have it about 30 metres away. Inspections were held last year and permissions were denied,” said a senior fire department official.

Speaking for his side, NVS Reddy, managing director, HMRL, said: “The issue has been resolved as authorities are satisfied with the fire precautions in place. We have stuck to NFPA which is a set of international guidelines and tougher than NBC.” Moreover, all metro rails including Delhi metro rail follows NFPA, he added. According to him, the decisions were taken at the highest level of governance and thus does not involve any bypass of rules. The process of sanctioning fire permission for rest of the stations are to be started soon.

New Delhi: In order to improve the safety of passengers, a number of steps are being taken by the Indian Railways to prevent fire accidents in trains. Indian Railways have always endeavored to enhance fire worthiness of coaches by using fire retardant furnishing materials to mitigate effect of fire. Specifications for such furnishing materials have been periodically reviewed to incorporate fire retardant parameters in line with UIC and other international norms. With a view to improve fire safety in running trains, a pilot project for provision of Comprehensive Fire and Smoke Detection System has been taken up in one rake of New Delhi – Bhubaneswar Rajdhani Express on East Coast Railway. Besides, one LHB (Linke Hofmann Busch) New Delhi – Jammu Tawi Rajdhani and one rake of LHB AC Double Decker Coaches running between Kachiguda – Tirupati/Guntur have also been provided with such a system.

Fire extinguishers are being provided in all Air-conditioned coaches, Second class – cum – guard and luggage vans, Pantry cars and train locomotives. Improved materials for electrical fittings and fixtures such as MCB, light fittings, terminal boards, connectors, etc., are being used progressively. Detailed instructions have been issued to zonal railways for observance of safe practices in handling of pantry cars and for ensuring periodical inspection of electrical and LPG fittings in the pantry cars. Further with an aim to spread awareness among passengers ,intensive publicity campaigns are being launched to prevent the travelling public from carrying inflammable goods along with them.

Fire fighting arrangements have also been made at railway stations by Indian Railways Each station is provided with two dry chemical powder type fire extinguishers. Fire buckets filled with dry sand and water are provided at all stations. Safety posters for operating various types of fire extinguishers have been displayed at stations. At large stations, smoke detectors are being installed. Front line staff such as Station Masters have been imparted regular training to operate fire extinguishers. Periodic drills on fire fighting are being conducted on regular basis. The telephone number of nearby fire brigades is kept available at Railway stations. Frequent drives against carrying of inflammable/dangerous articles in trains as well as station premises are undertaken.
