Amid indications on scrapping Rail Budget, Suresh Prabhu releases book compiling Rail Budget speeches

New Delhi: Railways minister Suresh Prabhu on Wednesday released a book compiling the rail budget speeches made in Parliament from 1924-25 to 1946-47.

The move surprised many, including railways officials, as it came amid indications that BJP government is set to scrap the British practice of presenting separate rail budget.

A note prepared by NITI Aayog Bibek Debroy has suggested integration of rail budget with general budget to pave the way for pushing major reforms in railways.

Speeches of railway members of viceroy’s council and railways minister of Indian Union presented in Parliament before Independence would help in better understanding the growth of railways and its finances, the railways said.

“These speeches being significant policy documents will help in understanding the growth of Indian Railways and its finances,” said a railway statement.

The state-run transporter also signed an agreement with National Academy of Indian Railways (NAIR) Vadodara for setting up of CT Venugopal Chair on strategic finance, research and policy development for Indian Railways at the academy.

The Chair is being named after Shri CT Venugopal, who was the first officer to be recruited to the Indian Railways Accounts Service.

He was also responsible for division of railway assets between India and Pakistan.

“This Chair would focus and promote research on issues of emerging financial challenges and opportunities for Railways in India in particular and transport sector in general,” said an official.

Railway Minister launches Indian Railways Knowledge Portal

New Delhi: Minister of Railways Suresh Prabhakar Prabhu today launched Indian Railway Knowledge Portal namely www.kportal.indianrailways.gov.in which has aggregated most of the available knowledge about Indian Railways at one location and has also tried to encompass as much knowledge as possible, by linking websites, documents etc. for dissemination of knowledge on Indian Railways.  This portal is an initiative of the National Academy of Indian Railways (NAIR), Vadodara. This portal is an aggregation of information, with links to resources of the Indian Railways, for the purpose of dissemination of knowledge, innovations and best practices. This initiative is in line with the “Digital India” campaign of the Hon’ble Prime Minister Narendra Modi.  It is also in line with the thinking of Railway Minister Suresh Prabhu that the training and learning environment of Indian Railways be upgraded for the benefit of Railway personnel.

The Portal was launched through video-conferencing established between Ministry of Railways, Rail Bhawan and NAIR Headquarters at Vadodara.  Chairman, Railway Board A.K. Mital, and DG, NAIR S. Mookerjee  also spoke on the occasion from Vadodara end.  Railway Board Members were among those present at the New Delhi end whereas GM, Western Railways G.C.Agrawal was present at Vadodara end.

Speaking on the occasion Minister of Railways Suresh Prabhu said that the Indian Railways has taken a big initiative in starting railway knowledge portal. He said that globally it is accepted that we live in a knowledge economy which is driven by knowledge. No sector today can be away from the knowledge resources. He said that Knowledge, Innovation and Research play a very important role in any organization; the spread of knowledge must be such that whole society contributes towards the development of nation. The Railway Minister pointed out that it is desirable that the knowledge about Railway systems does not remain confined to a few select, but all the enthusiasts, researchers, academicians and our own railway personnel contribute ideas, solutions, and schemes.  The Minister said that we need to share best practices and innovations.  This portal will be a comprehensive holistic platform as a one stop arrangement for everyone interested in Indian Railways in particular and Railways in General. He complemented NAIR for this initiative.

This Knowledge Portal features  all subjects of Indian Railways, Railway Research and Development, use of ICT in Indian Railways, listing of major  International Railway Journals, linking of existing Indian Railway Libraries and also World Railways in one web page.  It has e-access to existing libraries of Railways, and all the libraries are being clustered to have a single interface through e-Granthalaya by NIC. The Knowledge Portal Home Page also gives a brief of all the social media activities of the Indian Railway sites.  It has web pages on fan clubs, heritage, and rail museums across the world.  In short, it is a ‘one stop’ arrangement for people who are interested in Indian Railways both from a strictly technical point of view as well as enthusiasts.  It is envisaged that it  shall be a virtual learning point where people will be able to login to the website and go for off-line or online learning. There are lots of researchers in the country who are working on railway related topics and some of them are not fully updated of the technological developments taking place in the Railways.  This website will be therefore herald an interactive platformwith the training and academic experts  across the country so that research scholars can have free access and get themselves introduced to the specialists in Railways who can help them in furthering their research on railway related topics.  The website has a modern design, with a very clean and simple layout.  It is mobile and tablet friendly and is easily navigable.It has been an in house effort of IT Faculty of the Academy with bare minimum cost for website development, about Rs 70,000. It is an attempt to harmonize the efforts of enthusiasts involved in furthering the research on railways and generating innovative ideas for improving the Railways from within and outside.

The National Academy of Indian Railways (NAIR) is the alma mater for the Officers of the Indian Railways. It is situated in Vadodara. It provides training to all levels of Indian Railway officers, from probationers to General Managers.

Ministry of Railways to set up India’s first Railway University at Vadodara: MOSR

Vadodara (BRC): Ministry of Railways will set up India’s first Railway University at Vadodara in Gujarat.  Vadodara will become home to country’s first railway university as the railway ministry has decided to upgrade Pratapnagar-based National Academy of Indian Railways (NAIR) into a full-fledged university.

In January, Union railways minister Suresh Prabhu had visited the academy to attend it 64th foundation day.  NAIR, formerly known as the Railway Staff College, is the apex level training and management development institute for the officers of the Indian Railways.

Prabhu had announced during the railway budget that the ministry was in process of setting up a full-fledged university during 2015-16.

Replying to questions by two MPs in Rajya Sabha, minister of state for railway Manoj Sinha informed the house that NAIR will be upgraded into a railway university.

“Ministry of railways has decided to establish one university on Indian Railways, at present, by upgrading NAIR, Vadodara, and by taking the existing centralized training institutes and other training institutes under its umbrella,” said Sinha.

“The university would award degrees and diplomas in various technical and non-technical areas related to the working of railways. No funds have been allocated for this purpose. Timeline for commissioning of the university has not been fixed,” he further stated in his reply.

It should be mentioned here that National Academy of Indian Railway was established 63 years ago to give training to railway officers. Its campus is located in Pratapnagar area of Vadodara. The academy is functioning in Pratapvilas palace which was built by then ruler of Baroda state Gaekwad in year 1914. The design of this palace was made by CF Stevens. NAIR was originally established in Dehradoon in year 1930. It was later shifted to Vadodara in year 1952. Training is given to railway employees from probationer to general manager rank in this academy for the period ranging from one week to ten weeks.

The academy has rich library with 50,000 books including 8600 titles in Hindi. It has 15,000 journals and 103 magazines.It has multipurpose auditorium room that showcases models of 18 railway stations.

NAIR was founded in 1930 at Premnagar in Dehradun. On January 31, 1952, it was shifted to Lalbaug in the city. Since then, it has been housed at the Pratap Vilas Palace, built in 1914 by the Gaekwads, the erstwhile rulers of Baroda state.

It provides training and management development opportunities to the newly-appointed railway officers and senior officers. Besides, the academy trains officers of other services of the government of India and those from foreign railways.

This was stated by Minister of State for Railway Shri Manoj Sinha in Rajya Sabha in reply to questions asked by Members of Parliament Palvai Govardhan Reddy and Ranjib Biswal.
