China to help Indian railways increase speed on existing tracks 


NEW DELHI: India and China today agreed to enhance cooperation in the rail sector as Prime Minister Narendra Modi and his Chinese counterpart Li Keqiang chalked out an action plan for progress on various projects, including for raising train speeds to up to 160-kmph on existing routes.

Training for handling heavy haul operations and assistance in the setting up of a railway university, too, were in the focus during discussions between the two leaders in Chinese capital Beijing, rail officials said here. 

Railways had identified nine routes, including Delhi-Agra and Chennai-Bengaluru-Mysore, for running trains at an increased speed of 160-kmph. Railways is keen to raise train speeds on the existing lines with an upgrade of the signalling system and strengthening of tracks. 

China will also be conducting a feasibility study for running trains at 300-kmph between Delhi and Nagpur, part of the proposed Delhi-Chennai Diamond Quadrilateral corridor project. 

The Delhi-Nagpur route is being taken up as part of the first phase of the Delhi-Chennai corridor. A Chinese team has already made a visit and the preliminary report is expected in six months, said a senior railway ministry official. 

The proposed Diamond Quadrilateral project aims to reduce travel time between the metros through a high-speed train network, including between Delhi-Mumbai, Mumbai-Chennai, Chennai-Kolkata, Kolkata-Delhi and Mumbai-Kolkata. The project is likely to cost Rs 2 lakh crore. 

Japan is involved in the 534-km Mumbai-Ahmedabad high- speed corridor project, estimated to cost Rs 63,180 crore. The Japan International Cooperation Agency is currently conducting a feasibility study for this project. 

China has also agreed to impart training to Indian Railways on heavy haul operations. Heavy haul transportation is essential for the railways' ambitious Dedicated Freight Corridor project.

Apart from train operations, Chinese expertise will also be roped in for the setting up of a railway university in the country. 

According to the action plan, China will cooperate on the redevelopment of the Bhubaneswar and Baiyappanahalli stations as railways has proposals to revamp some selected stations to turn them into world-class stations.

PM Modi’s China visit: India-China sign 24 key agreements, including one on Railways

Beijing: Stressing on the need to realise the full potential of India-China partnership, Prime Minister Narendra Modi on Friday said, “We have set a high level of ambition for our economic partnership. We see enormous bilateral opportunities and many similar challenges, like urbanization.”

In a joint statement with China’s Premier Li Keqiang, PM Modi said, “We are pleased with the progress on the commitments from the Summit last September. This includes cooperation in the Railways, where we have identified specific projects, and the two Chinese industrial parks in Gujarat and Maharashtra.”




































China’s Premier Li Keqiang said that China and India need to strengthen mutual political trust so that together they can build a fairer and more reasonable international order.
India and China have signed twenty-four key agreements in a wide range of sectors. PM Modi is on a three-day visit to China as the two world’s two largest countries by population work to boost economic ties.

China’s premier stresses Social Funds in railway construction

Beijing:  Chinese premier Li Keqiang has encouraged the China Railway Corporation (CRC) to further emancipate the mind and seek more social capital, the central government’s website reported on Sunday.

“Railway construction invested solely by the government and promoted by administrative orders will not work any more,” said the premier during an inspection tour to the CRC on Friday.

Li said innovations in investment and financing are key to reform in the railway sector. He asked the CRC to explore ways of better soliciting non-governmental funds and gather experience for other state-owned enterprises.

“Railway development is multifunctional as it can stabilize economic growth, enhance social harmony and push forward urbanization,” said the premier.

China spent a lot on railways in recent years and attached great importance to reforming railway investment and financing mechanism since the CRC’s inception in March 2013.

The State Council, the cabinet, released an action plan to deepen reform in railway investment and financing in April after an executive meeting chaired by Li.

According to the plan, a railway development fund will be set up and open to social investment. The fund’s value is expected to reach up to 300 billion yuan (US$48.6 billion).

In addition, 150 billion yuan (US$24.4 billion) of railway bonds will be issued this year. The government will also encourage banks to fund railway construction.

Rail links in central and western regions will be prioritized to expand investment, boost related sectors, and help urbanization, noted the plan.

Shortly after the cabinet meeting, the CRC raised railway investment target for 2014 to 800 billion yuan (US$130 billion) and aimed to put over 6,600 kilometers of new lines into operation, mostly in the central and western regions.
