Unprecedented & Heavy Rains:
During last 72 hours (28.06.19 to 30.06.19) unprecedented heavy rainfall coupled with high tide was observed in Mumbai suburban area. The total rainfall was 620 mm at VIRAR, 410 mm at BORIVALI, 295 mm at ANDHERI and 336 mm at DADAR. Despite the heavy rainfall in such short span of time, no water logging was reported o­n Western Railway’s suburban network. Traffic o­n all lines remained normal except few minor track circuit failures. All the stations and sections are being manned for 24 hours by officers. Continuous cleaning of culverts and drains at stations and in section is being done by railway staff. Heavy duty pumps have been installed alongwith staff deployed round the clock to monitor the water levels. The Automatic rain gauges recently installed at 6 locations also give real time updates about rainfall in the railway area. 
Water logging at Palghar:
The unprecedented incessant heavy rains up to 361 mm in Palghar area during the night of 30/06/19 and 100mm in just o­ne hour between 4.00am and 5.00 am o­n 01/07/19 with cumulative rainfall of 1137 mm lead to water logging o­n railway tracks. However, the long distance train operations were managed by clamping the tracks and running the trains at restricted speed over the affected section.All morning long distance trains were operated though with some delays, except few which were short terminated or cancelled. 14 trains including MEMU trains were cancelled 10 trains were rescheduled and 15 trains were short terminated. The cancelled trains include Bandra(T)-Surat Intercity Exp; Mumbai Central- Surat Flying Ranee etc. Trains which were short terminated included Karnavati Express and Double Decker Express which were short terminated at Borivali and reversed from Borivali as down trains. The detailed list is as per annexure I

Additional Stoppages for Passenger Convenience:
In a view of cancellation of some trains in Mumbai – Valsad – Surat section, due to water logging in Palghar following heavy rains, some trains were provided additional halts for the convenience of passengers. Train No.14707 Bikaner – Bandra Terminus Express was given halt at all stations between Surat – Mumbai where 12922 Flying Ranee halts. Train No.22946 Saurashtra Mail was given halt at all stations between Valsad – Mumbai where 19024 Valsad – Mumbai Central Fast Passenger stops. To further facilitate passengers of 12921 Flying Ranee and 59023 Mumbai Central – Valsad Fast Passenger which were cancelled, additional stoppages were provided to 22955 Kutch Express at all halts where 59023 halts upto Valsad and all halts of 12921 between Valsad and Surat.
Damage ofOHE at Marine Lines:
Due to heavy rains coupled with gusty winds, protective netting tied to scaffolding for the repair work being carried out at Marine Lines station, fell o­n Over Head Equipment (OHE) wires at 7.58 hrs. This affected the movement of trains o­n Up and Dn slow line between Marine Lines and Churchgate. However, the Up and Dn fast lines were open and slow trains were being worked o­n fast tracks between Mumbai Central and Churchgate.
Tower wagon along with senior officers and staff immediately reached Marine Lines station. The bamboos were removed from OHE and the whole structure was inspected to prevent further possibilities of construction material falling down. The Up and Dn slow lines were opened at 11.02 hrs. Total 100 suburban services were cancelled. 
Surveillance & Monitoring at highest level for quick restoration:
Hon’ble Minister of Railways and Commerce & Industry, Shri Piyush Goyal has been keeping a close watch at the situation, especially o­n services and arrangements for safety of commuters. He was in continuous touch with railway officials and was taking stock of situation. 
To monitor the situation arising out of water logging at Palghar station area during night and falling of bamboos from construction site at Marine Lines station, General Manager of Western Railway Shri A K Gupta along with Principal Head of Departments and Divisional Railway Manager reached control room, Mumbai Central for quick decision making and better mobilisation of men and material. This helped in restoration of services quickly and also in better crowd management at stations. More than 50 officers were deployed at various stations for carrying out restoration and for facilitating the passengers. Regular announcements were being made at stations and RPF used mega phones for directing the crowd. Social media and electronic media were continuously updated so that people were aware about the running status of trains. 
Enhanced Security Arrangements:
For better crowd management and ensuring smooth flow of passengers, especially o­n FOBs and staircases, Senior RPF officials along with RPF staff were deployed at 29 Suburban Stations of WR. 484 RPF staff including 128 female RPF staff manned the stations and FOBs throughout the day and directed the crowd for safe and smooth movement. Principal Chief Security Commissioner alongwith DIG-RPF and Sr DSC & other RPF officers were at station monitoring the situation. The RPF central control room and control rooms at stations were continuously monitoring the situation through CCTVs and coordinating with field staff for better deployment.
